Exploitation sexuelle des enfants : tout simplement inacceptable

Terre des Hommes alerte les communautés des dangers de l’exploitation sexuelle des enfants et des mesures qu’elles peuvent adopter pour se protéger, tout en menant en parallèle des programmes de réhabilitation et de soins aux enfants piégés par l’industrie du sexe. Terre des Hommes agit aussi dans le domaine de la prévention pour améliorer le revenu des familles afin que les enfants puissent rester chez eux et acquérir d’autres aptitudes que celles dictées par la simple survie.

L’exploitation sexuelle figure parmi les formes les plus dégradantes d’abus, et c’est pour cela qu’elle constitue une priorité pour Terre des Hommes. Grâce à son partenariat avec le Groupe des ONG pour la Convention relative aux droits de l’enfant, Terre des Hommes a participé à l’organisation des deux congrès mondiaux contre l’exploitation sexuelle des enfants (Stockholm 1996 et Yokohama 2001). Ces deux congrès ont souligné la nécessité d’une meilleure coordination entre tous les secteurs de la société.

The 3rd World Congress against Sexual Exploitation of Children and Adolescents has ended in Rio de Janeiro on Friday November 28, after a week of intense work involving 3400 participants, including 170 government delegations, 850 NGOs, 260 journalists and 300 children and adolescents. The Congress had been opened on Tuesday November 25, by President Lula in the presence of Queen Silvia of Sweden, who actively participated in the Congress work. The Congress resulted in an international plan of action reflecting the commitments taken by participating states, civil society and corporate actors in the fight against sexual exploitation and the trafficking of children.

Sexual exploitation of children is a scourge that spares no region or social groups. According to the UN, an estimated 150 million girls and 73 million boys under 18 have experienced forced sexual intercourse or other forms of sexual abuse. Alarmingly the most commonly reported perpetrators of sexual violence against girls are male family members. An estimated 82 million girls around the world, some as young as 10 years of age will marry before their 18th birthday and an estimated 1.8 million children are victims of prostitution or pornography.

Terre des Hommes contributed to the preparation of the Congress and was actively present during all its work. It co-organized 6 workshops on protecting children against sexual exploitation. One workshop on sex tourism, for example, presented the work undertaken in collaboration with local NGOs concerning extraterritorial laws which most Western countries have put in place. These laws allow to prosecute European tourists for sexual abuses committed abroad and the sex offenders are often first identified by NGOs.

Terre des Hommes also presented its latest research on protecting children on the move1 to the Congress. The study highlights the increased number of children on the move who leave home either forced or voluntarily, the dangers they face, and the general lack of knowledge about this phenomenon.
The Congress highlighted existing and emerging practices and allowed exchange of knowledge among different sectors of society involved in child protection. As an example, an entire afternoon was devoted to corporate social responsibility. Many examples were presented about initiatives by the tourism and transport industry to prevent child sexual exploitation, as well as about new uses of the Internet. The Congress also gathered various professions involved in the fight against sexual exploitation, such as the police or juvenile justice.

"Spot pour combattre l'exploitation sexuelle des enfants" sur les compagnies aériennes

L'exploitation sexuelle des enfants est un crime dans le monde entier. Malheureusement, il est souvent lié au monde des voyages et du tourisme

Le spot "Witness" a été produit par Terre des Hommes Allemagne, en collaboration avec le Ministère Fédéral de la Famille, des personnes du troisième âge, des femmes et des jeunes. Il a été diffusé pour la première fois en mars 2006. "Witness" est conçu pour attirer l'attention sur l'exploitation sexuelle des enfants dans les destinations touristiques. Les voyageurs doivent être conscients qu'il existe de nombreux moyens à leur disposition pour contribuer à stopper l'exploitation sexuelle des enfants pendant leurs vacances - pour autant que tout le monde reste sur ses gardes.

De nos jours, "Witness" est diffusé au niveau international. L’organisation mondiale du tourisme des Nations Unies (UNWTO)a apporté son soutien à la version internationale du spot. Celui-ci a été présenté aux associations des compagnies aériennes internationales et aux compagnies aériennes elles-mêmes.

Quelques uns de nos projets pour combattre l'exploitation sexuelle des enfants


Nicaragua : Protecting Young Girls from Prostitution (disponible en anglais uniquement)

The Terre des Hommes (Luxembourg) project consists in prevention of drug addiction and prostitution of young girls on the streets of Managua. The project is co-financed by the Government of Luxembourg. It is a 3 year project which is divided into three phases:

Phase I consists in the sensitization and motivation of young drug addicts to quit the streets of the Oriental market.

Phase II consists in the development of the professional educational and nutritional aid programmes.

PHASE III helps programme beneficiaries to acquire a job after education, and offers possibility for insertion in the job market with Economic Units of Production. Number of direct beneficiaries: Phase I: 72, Phase II: 56 young (from 13 to 18 years) ladies, Phase III: 33 young women.

Rosa has her Life Back on Track

Jiska Pankarita is a project of Fundación La Paz, a local project partner of Terre des Hommes (Netherlands) in La Paz. Twenty young people were saved in 2011, through rescue and socioeconomic support. Rosa is one of them. Rosa lost her mother in a car accident at the age of seven. Relations with her father’s new girlfriend did not go well. At the age of eleven, she sought refuge on the streets, where she ended up in prostitution. She came across the Jiska Pankarita programme. She received therapy, shelter and attended evening classes. But the streets continued to call, and Rosa went back. Eight months later she returned. She was pregnant. The project team gave her a second chance. She went back to school, and wanted to open a small shop. Jiska Pankarita offered her training, school materials, and paid for baby care. In 2011, Rosa is living a stable life with her baby Naomi. After some difficult years, her life is back on track.
